On March 16, 2023, the Order No. 71 of the State Administration for Market Regulation on the Measures for Toothpaste Supervision and Administration was announced, which will be implemented from December 1, 2023. According to the Measures, domestic toothpaste should be filed with the provincial medical regulatory department where the registrant is located before being put on market for sale; imported toothpaste should be filed with the National Medical Products Administration (NMPA) before importation.
On September 25, 2023, NMPA issued a notice on the implementation of toothpaste regulatory regulations and the simplification of the filing requirements for listed toothpastes. A simplified filing method is provided for toothpaste products that have already been listed. On November 22, 2023, NMPA issued the Provisions on the Management of Toothpaste Filing Data, which will be implemented from December 1, 2023 as well.
