On March 18, 2025, the FDA Philippines issued FDA Circular No. 2025-002, amending the ASEAN Cosmetic Directive (ACD). This circular will officially take effect 15 days after its publication.
On July 12, 2024, the Indonesian Food and Drug Authority (BPOM) officially introduced the updated Notifkos cosmetic notification system. The Notifkos 3.0 system was fully opened to enterprises on January 2, 2025, and is now officially in operation. The new 3.0 system features multiple updates and newly added functionalities.
On November 21-22, 2024, the 40th ASEAN Cosmetic Committee (ACC) meeting was held in Bangkok, Thailand, during which amendments were made to Annex I (List of Prohibited Substances), Annex III (List of Restricted Substances), and Annex VII (List of Permitted UV Filters) of the ASEAN Cosmetic Directive (ACD). Subsequently, on December 30, 2024, Malaysia’s National Pharmaceutical Regulatory Agency (NPRA) issued Circular 3/2024, revising the Guidelines for Control of Cosmetic Products in Malaysia. The revisions took effect immediately upon publication.
On December 10, 2024, Indonesia issued a proposal to establish regulations on declaration standards and procedures for cosmetics.
On August 2, 2023, the Indonesian Food and Drug Administration (Badan Pengawas Obat dan Makanan, BPOM) published Regulation No. 17 of 2023 on the Product Information File (PIF) guidelines for cosmetics, which came into effect from the date of publication. Parties that obtain product notification codes before August 2, must update PIF within six months. The PIF should be prepared by cosmetic manufacturers and importers and should be submitted to the BPOM before products obtain market authorization.
On July 4, 2023, the National Pharmaceutical Regulatory Agency (NPRA) of Malaysia issued Announcement No. 2/2023, to revise the Guidelines for Control of Cosmetic Products in Malaysia.
