China Releases 2025 Dual-Use Items Catalogue, Tightening Import and Export Controls

Release of the 2025 Edition of the "Catalogue of Dual-Use Items and Technologies Subject to Import and Export License Administration"

On December 31, 2024, the Ministry of Commerce issued the 2025 edition of the "Catalogue of Dual-Use Items and Technologies Subject to Import and Export License Administration." This list was adjusted by the Ministry of Commerce and the General Administration of Customs in accordance with the "Export Control Law of the People's Republic of China," "Regulation of the People's Republic of China on the Export Control of Dual-use Items," Ministry of Commerce and General Administration of Customs Order No. 29 of 2005 ("Measures for the Administration on Import and Export License for Dual-use Items and Technologies"), the "List of Dual-Use Items Subject to Export Control of the People's Republic of China," and the 2025 "Customs Import and Export Tariffs of the People's Republic of China."

The Catalogue officially came into effect on January 1, 2025, and the previous version published in the Ministry of Commerce and General Administration of Customs Announcement No. 66 of 2023 was concurrently repealed.

Release of the 2025 Edition of the "Catalogue of Goods Subject to Export License Administration"

On December 31, 2024, the Ministry of Commerce issued the 2025 edition of the "Catalogue of Goods Subject to Export License Administration." This list was developed in accordance with the "Foreign Trade Law of the People's Republic of China," "Regulation of the People's Republic of China on the Administration of the Import and Export of Goods," "Regulation on the Administration of Ozone Depleting Substances," and "Measures for the Administration of License for the Export of Goods" among other laws, administrative regulations, and rules.

The 2025 edition of the "Catalogue of Goods Subject to Export License Administration" includes detailed explanations on the application for licenses, the "one batch, one license" system, designated customs ports for goods, and export licensing authorities.

This announcement and the 2025 edition of the "Catalogue of Goods Subject to Export License Administration" took effect from January 1, 2025. The Ministry of Commerce and General Administration of Customs Announcement No. 65 of 2023 was concurrently repealed.

Release of the 2025 Edition of the "Catalogue of Goods Subject to Import License Administration (2025)"

On December 31, 2024, the Ministry of Commerce issued the 2025 edition of the "Catalogue of Goods Subject to Import License Administration." This list was developed in accordance with the "Foreign Trade Law of the People's Republic of China," "Regulation of the People's Republic of China on the Administration of the Import and Export of Goods," "Regulation on the Administration of Ozone Depleting Substances," "Management Measures for Goods Import Licenses," "Administrative Measures for the Import of Electromechanical Products," and "Administrative Measures for the Import of Key Used Mechanical and Electrical Products" among other laws, administrative regulations, and rules.

This Catalogue took effect from January 1, 2025. The Ministry of Commerce and General Administration of Customs Announcement No. 64 of 2023 was concurrently repealed.
