The Prepared KKDIK Draft Has Been Published
In accordance with the KKDIK Regulation, companies that manufacture, import, and export one tonne or more annually must complete the registration procedures for the relevant substances by December 31, 2023.
However, the number of substances for which the mandatory obligations have been fulfilled is quite low. As the deadline of December 31, 2023 approaches, whether an extension will be granted has become a matter of concern for companies.
On October 19, 2023, the initial planning regarding the KKDIK was initiated during the assessment meeting organized by the General Directorate of Environmental Management Chemicals Management Department within the Ministry of Environment, Urbanization, and Climate Change. The draft text prepared in the weeks following the meeting was presented to NGOs. According to the draft submitted to NGOs by the Ministry on November 14, 2023, the KKDIK Regulation deadlines will be gradually extended depending on tonnage and classification.

- The deadline for registration for substances that meet the following conditions is 31/12/2026:
- substances manufactured or imported in their own form or in a mixture or in goods in an annual amount of 1000 tonnes or more,
- substances manufactured or imported in their own form or in a mixture or in goods in an annual amount of 100 tonnes or more, and that are within the Aquatic Acute 1 and Aquatic Chronic 1 (H400, H410) hazard categories according to the Regulation on the Classification, Labelling, and Packaging of Substances and Mixtures published in the Official Gazette dated 11.12.2013 and numbered 28848 (1st Duplicate),
- substances manufactured or imported in their own form or in a mixture or in goods in an annual amount of 1 tonne or more, and that are within the Carcinogenic, Mutagenic, and Reprotoxic Category 1A and 1B hazard categories according to the Regulation on the Classification, Labelling, and Packaging of Substances and Mixtures.
- For substances manufactured or imported in their own form or in a mixture or in goods in an annual amount of 100 tonnes or more, the deadline for registration is 31/12/2028.
- For substances manufactured or imported in their own form or in a mixture or in goods in an annual amount of 1 tonne or more, the deadline for registration is 31/12/2030.
- While the pre-registration deadlines are not yet determined, they will be specified in the Procedures and Principles to be published later.
- Issues regarding the joint registration process, including the selection of leaders and data and cost-sharing, will be determined within the framework of Procedures and Principles set by the Ministry. These determinations will be made as a result of collaborative efforts involving the sector, as well as the Union of Chambers and Commodity Exchanges of Turkey.
