On May 21, 2024, CIRS Global Cosmetic Ingredients Regulatory Compliance Seminar was successfully held in Guangzhou. The conference primarily focused on the management systems and regulatory compliance requirements of cosmetic ingredients under Chinese and international regulatory frameworks. Attendees included representatives from cosmetic and cosmetic ingredient companies, industry experts, and others. During the conference, speakers and participants engaged in in-depth discussions and exchanges, exploring the latest regulatory changes, market trends, and future challenges related to cosmetic ingredients. Additionally, the conference featured specialized lectures and case studies to help attendees better understand and adapt to regulatory requirements, ensuring that their products can successfully enter both domestic and international markets.
The conference was primarily divided into two sections:
- the regulatory management system for cosmetics and chemicals in China, and
- the international regulatory management system for cosmetics and chemicals.
Ms Chloe Wang, Deputy General Manager of Technology, Personal and Home Care Division, introduced the current management practices for cosmetic ingredients under the Chinese Cosmetics Supervision and Administration Regulation. This included the management system for cosmetic ingredients in China, key points for submitting safety information on cosmetic ingredients, and regulatory compliance requirements for the registration and filing of new cosmetic ingredients. She also conducted targeted case studies to help cosmetic ingredient companies better understand the key points of the current cosmetic ingredient regulations in China.
Similarly, Mr Eric Xiong, General Manager of Industrial Chemicals Division, analyzed how cosmetic ingredients comply with Order No. 12 of China's Ministry of Ecology and Environment. His analysis covered the scope of application and the main entities required to report under Order No. 12, the obligations of upstream and downstream enterprises in the supply chain, types and processes of registration, data requirements, impacts on daily chemical companies, and experiences in response. He also discussed related case studies and the current state of regulation.
In terms of international cosmetic ingredient compliance, Ms April Guo, General Manager of Technology, Personal and Home Care Division, delivered a presentation on the international cosmetic regulatory systems of cosmetic ingredients. His talk primarily covered the cosmetic management systems and ingredient management practices in the European Union, the United States, Japan, South Korea, and ASEAN countries. By elaborating on the similarities and differences in cosmetic ingredient management across these regions, he deepened the attendees’ understanding of international cosmetic ingredient regulations.
Additionally, Ms Wang, the Manager for China at the Industrial Chemicals Division, discussed the management requirements for cosmetic ingredients under global REACH-like regulations, such as the EU REACH, UK REACH, and the Turkish KKDIK regulation. She explained several typical registration schemes for ingredient products and provided regulatory compliance suggestions for companies.
Despite differences in regulatory foundations and management frameworks across countries, the global cosmetics market's increasing demands for safety and transparency are driving a gradual convergence of international standards. Cosmetic ingredient companies should continually enhance their expertise in international cosmetic ingredient regulatory compliance to meet the challenges and variability of the global market.
