FAQs about China's NMPA Government Service Portal – Account Binding

1. A prompt saying internal review is required appears after the operator submits information via the Drug and Medical Device Clinical Trial Institution Registration Management Information System. How should this be addressed? 

In this system, the operator only submits information, while the legal entity should process the internal review. After the operator successfully submits the information, the legal person should log in to the legal entity account to complete the review.

2. When the legal person binds the legal entity account to the new Online Inspection System, an error occurs with the message "Cannot create a new account, please authorize an operator", how can this be addressed?

You can only log in to the System via the legal person account by binding to an existing user. The system only allows the authorized operator to create a new account.

3. How do you authorize and bind the Online Appointment System?

(1) Existing Online Appointment System Account: Please enter your Online Appointment System account in the authorization binding interface (note: it is not the legal entity account for the Government Service Portal). If the enterprise has an account but has forgotten the username or password, please visit the "Retrieve Password" page of the system (http://125.35.24.150/findpass.jsp) to reset the password before rebinding.

(2) Without Online Appointment System Account: Please click "Direct Authorization to Create a New Account" in the authorization binding interface.

4. When a prompt saying "New User Authorization Error: Your legal entity was bound to other accounts." appears, how can this be resolved? 

Each company can only have one account in the Online Appointment System. Please verify if the legal entity account or operator account is already bound to the system.

5. How do you deal with the error “New User Authorization Error: Non-legal entity primary accounts cannot add new authorization bindings” during the authorization of a legal entity account to the operator for binding the Medical Device Unique Identification Management Information System (MDUIMS)?

First, log in to the NMPA Government Service Portal using the legal entity account. Then, navigate to the Medical Device Unique Identification Management Information System (MDUIMS) to create a sub-account. Next, authorize the operator to use this sub-account by going to the "Account Settings" - "Operator Authorization" section on the NMPA Government Service Portal, allowing them to bind to the system.

6. How do you find the Business System?

(1) In the NMPA Government Service Portal menu, please select "Corporate Services," "Administrative Authority," or "Public Services" to view the desired service items. Click "Online Processing" and follow the prompts to log in and proceed with the transaction.

(2) Alternatively, log in to the corporate account, navigate to the "Legal Entity Space" - "My Bindings" section to authorize and bind the business system, and click on the name of the business system to log in and conduct transactions.

7. A prompt saying "For account owners only, please enter your ID Number" appears when authorizing the National Licensed Pharmacist Registration Management Information System, how can this be addressed?

You must bind your ID card number to the system, or else it will be rejected. Please enter the current user's ID number to ensure it matches the one used during the exam. If the ID number does not match, please visit the NMPA Licensed Pharmacist Registration Platform and contact your local registration authority via the "Local Registration Contacts and Guidelines" section to update your ID number.
