NMPA Announced to Fully Implement the Electronic Registration and Filing for Cosmetics and New Cosmetic Ingredients
To further improve the government services and promote the digitization of archives for the registration and filing of cosmetics (including toothpaste, the same hereinafter) and new cosmetic ingredients, thereby enhancing the efficiency of the cosmetics registration and filing process, the NMPA hereby announced to fully implement the electronic registration and filing for cosmetics and new ingredients:
Starting from September 1, 2024, domestic registrants, filers, domestic responsible persons, and cosmetic manufacturing enterprises are required to submit user information as well as registration and filing documents for cosmetics and new cosmetic ingredients exclusively via the Cosmetic Registration and Filing Information Service Platform (hereinafter referred to as the Information Service Platform) in electronic format. The corresponding paper documents will no longer need to be submitted. It is the responsibility of the domestic registrants, filers, responsible persons, or cosmetic manufacturing enterprises to archive these documents themselves.
In accordance with the Provisions on the Management of Cosmetic Registration and Filing Data"," "Provisions on the Administration of New Cosmetic Ingredients Registration and Filing Data," and the "Technical Guide for Submission of Cosmetics Registration and Filing Data (Trial)," where original documents, third-party certification data, and other paper documents are required, domestic registrants and filers of cosmetics and new cosmetic ingredients, or the domestic responsible persons, must sign to confirm the authenticity of these documents and submit the corresponding electronic versions through the Information Service Platform.
