SCCS Issued a Preliminary Opinion on Hair Dye HC Yellow No. 16

On August 1, 2024, the Scientific Committee on Consumer Safety (SCCS) of the European Union issued the preliminary opinion (SCCS/1670/24) on hair dye HC Yellow No. 16 (Colipa No. B123) (CAS No. 1184721-10-5). The deadline for comments is set for September 27, 2024.

The SCCS concludes the following:

1. In light of the data provided, does the SCCS consider HC Yellow 16 safe, when used as an ingredient at 1 % in oxidative hair dye and at 1.5 % in non-oxidative hair dye formulations?

In light of the data provided, SCCS considers the use of HC Yellow No. 16 (B123) as an ingredient at 1% in oxidative hair dye formulations and at 1.5% in non-oxidative hair dye formulations safe, considering the specifications of the new commercial batches as described in the submission II file.

2. Does the SCCS have any further scientific concerns with regard to the use of HC Yellow in cosmetic products?
